AB „Limarko Shipping Company“ completed the acquisition of the ship's „Kantata“ in September, 2017. The vessel is the largest container vessel registered in the Register of Seagoing Ships of the Republic of Lithuania. It is suitable for the carriage of 1118 standard 20-foot containers. The big advantage of the acquired vessel is the possibility to transport 220 refrigerated containers. On 20th of July, 2017 The Lithuanian Maritime Safety Administration has registered a new AB DFDS Seaways ro-ro cargo vessel under bare-boat charter conditions, giving it the name of Gardenia Seaways. The capacity of this vessel is 4.1 thousand linear meters, gross tonnage - 32336. The largest ro-pax vessels, the DFDS Seaways ferries deploy on Klaipeda route, have only 2.5 thousand linear meters of cargo.

In the coming days, it is planned to register another ro-ro ferry Tulipa Seaways in the Lithuanian Seagoing Ships Register.

On 25th of April, 2017 Lithuanian Tonnage tax scheme (state aid- SA.45764 (2016/N) – Lithuania – State aid in favour of maritime transport. Prolongation and modification of the tonnage tax scheme) was approved by the European Commission. Accordingly on 9th of June, 2017 the provisions of the scheme have been incorporated into the national law and enforced by the Lithuanian Parliament.

On 25th of April, 2017 Lithuanian Tonnage tax scheme (state aid- SA.45764 (2016/N) – Lithuania – State aid in favour of maritime transport. Prolongation and modification of the tonnage tax scheme) was approved by the European Commission. 

The Lithuanian Government is about to apply to ILO to inform that MLC 2014 amendments will be enforced 1 year later – on 18th of January, 2018.

So far only Italy has indicated that the amendments will only enter into force one year later.

On 21st of October, 2016 members of Lithuanian Shipowners Association met with the Ministry of Transport Maritime and railway transport department head Andrius Šniuolis, deputy director Arturas Kungys and the Lithuanian Maritime Safety Administration top management - Mr.Robertinas Tarasevičius, Mr.Linas Kasparavičius, Mr.Mindaugas Česnauskis. Participants of the meeting discussed on the situation in the shipping industry, ships flying the Lithuanian flag inspection statistics, forthcoming ILO MEPC 70 conference, shipping competitiveness and other issues.

Accession by Finland has triggered the entry into force of a key international measure for environmental protection that aims to stop the spread of potentially invasive aquatic species in ships’ ballast water. The International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention) will enter into force on 8 September 2017, marking a landmark step towards halting the spread of invasive aquatic species, which can cause havoc for local ecosystems, affect biodiversity and lead to substantial economic loss.

MEPC 70 CONFERENCE COMING UP

The next meeting of the International Maritime Organisation's (IMO) Marine Environment Protection Committee (MEPC 70) will take place in London from 24 until 28 October 2016.

Former Ministry of Transport and Communication Water Department Head Juozas Darulis presented third book "Lithuanian republic water transport management, operation and development 2013 - 2014 Yearbook of the year."

Lithuanian Ministry of Transport prepared and submitted for comments a proposal of the amendments of the Order of the Lithuanian Minister of Transport and Communications order no. 3-355 Republic of Lithuania marine degrees, maritime degree diplomas, the Global Maritime Distress Safety System radio operator diplomas, marine grade qualification certificates, issuing these documents and recognition of approvals and special certification for seafarers rules (hereinafter - a draft order). The draft Order aims to enable Lithuanian Naval Force ships officiers at the end of their service on Lithuanian Naval Force ships to continue their careers by the employment on non-military marine vessels.

INTERNATIONAL LIGHTHOUSE WEEKEND 2016

On 20th of August 2016 (Saturday) Lighthouse Global Day (International Lighthouse Lightship Weekend 2016) will be mentioned. From noon the Nida lighthouse will be open to visitors.

The European Commission DG MOVE launched on 13 July 2016, a public consultation in the context of the Impact Assessment and potential revision of the Directive 2000/59/EC on port reception facilities for ship-generated waste and cargo residues (‘PRF Directive’). 

The Slovak Presidency of the Council of the EU began on 1st July and the Presidency programme is based on the following four priorities:

Lithuanian Tonnage tax scheme was approved by the Commission in 2006 and the provisions entered into force in Lithuania in 1st of January in 2007. The provisions are valid until 31st of December 2016. Lithuanian authorities and stakeholders agreed on the improved regulation and applied to the European Commission with request to prolong the scheme from 1st of January 2017 for a period of 10 years. On 27th of June, 2016 European Commission has confirmed the receipt of the scheme (file number SA.45764) for its further consideration and approval. 

Lithuania was assessed in 29 place according to Logistics Performance Index.

CARBON DIOXIDE EMMISSIONS MONITORING

On June 22, 2015 the Ministry of Environment held a meeting on 29 April,2015 European Parliament and Council Regulation (EU) 2015/757 on maritime transport carbon dioxide emissions monitoring, reporting and verification, amending Directive 2009/16 / EC implementing the provisions of Lithuania.

On 17th of June, 2015 a meeting was held in ministry of transport and communication with EC DG Move directorate representative Mr.Josep Casanov. He is in charges of EU policy, sectorial and markets analysis. During meeting Mr.A.Kungys director of water transport department of ministry of transport and communication and Mr.G.Kutka – director of Lithuanian Shipowners Association shared information about actualities of Lithuanian maritime cluster and shipping.

SEAFARERS' WELFARE CHALLENGES

Lithuanian Seafarers’ Welfare Committee, which was established in 2014 under regulation 4.4 of MLC, 2006 Convention, has decided to carry out a study to assess/evaluate of seafarers' reception facilities and welfare needs of seafarers in the port of Klaipeda, Lithuania.
